The first institutional series establishes the public governance boundary: human authority, private-by-default implementation, and evidence-led execution.
Version 2.0.0 develops the authority-first model as an academic paper, connecting six execution states, goal lineage, provenance, uncertainty and release authority to human-factors research, systems safety and contemporary AI governance.
Version 2.0.0 distinguishes transparency, openness, accountability, interoperability and verifiability; defines fail-closed release control, evidence-bearing public proof and tiered scrutiny; and sets explicit limits on when protected implementation remains compatible with public accountability.

A numbered series defining constitutional limits on machine participation in human institutions. The sequence begins by locating original authority in lawful human institutions, then defines how bounded machine authority may be delegated.
Machines may assist institutional decisions but do not become the source of authority. Meaningful human control requires an informed, authorised human who can intervene, disagree, record reasons and remain answerable for consequential outcomes.
Machine authority must originate in a lawful human chain of delegation. Purpose, permitted and prohibited actions, evidence boundaries, human review, duration, challenge pathways and system version must remain explicit and auditable.
